PROCEDURE FOR REVIEWING MANUSCRIPTS SUBMITTED TO THE JOURNAL’S EDITORIAL BOARD

1. The author of a manuscript on a scientific, scientific-technical, or economic topic submits to the editorial board an expert opinion on the possibility of publication.

2. The manuscript submitted by the author on a scientific, scientific-technical, or economic topic is sent for review by the member of the journal’s editorial board supervising the relevant topic, or by experts – scientists and specialists in this field (doctor, candidate of science).

3. Reviewers are notified that the manuscripts sent to them are the private property of the authors, and the information contained in them is confidential and is not subject to disclosure.

4. Reviewing is confidential. The review is closed and is provided to the author of the manuscript upon his written request, without a signature and indication of the reviewer’s last name, position, or place of work. A review may be provided upon a corresponding request to the Higher Attestation Commission of the Russian Federation.

5. A breach of confidentiality is possible only if the reviewer states that the materials presented in the manuscript are unreliable or falsified.

6. If the review of the manuscript indicates the need to correct it, it is sent to the author for revision. In this case, the date of receipt by the editors is considered to be the date of return of the revised manuscript.

7. In case of disagreement with the reviewer’s opinion, the author of the manuscript has the right to provide a reasoned response to the editors of the journal. The manuscript may be sent for a second review or for approval by the editorial board.

8. The decision on the advisability of publication after review is made by the editor-in-chief (deputy editor-in-chief), and, if necessary, by the editorial board as a whole.

9. The editors inform the author of the decision made upon his request. The editors send a reasoned refusal to the author of a manuscript not accepted for publication upon his request.

10. The following are not reviewed:

– articles by members of the Russian Academy of Sciences, if the Academy member is the only or first author of the publication;
– scientific reports recommended for publication by decisions of forums, congresses and industry conferences;
– informational, informational and advertising, presentation articles, messages and announcements.
